Small sections approved Planning commissioners have approved an additional 87 lots for Spinnaker Bay, about half of which will be less than 500m2. Auckland Council Independent Hearing Commissioners Les Simmons, Jan Heijs, Cherie Lane and Brent Catchpole granted a consent for the non complying application by Spinnaker Bay Limited. The developer will create 87 new residential lots within stages 7 and 8, Spinnaker Bay, Beachlands (117 Third View Avenue and 108 Beachlands Road, respectively) Ninety submissions were received in response to the notification; 88 opposing the proposal, one in support, and one was neutral. Twenty seven submissions were received after the closing date for submissions. The majority of submissions received were lodged by home owners and/ or occupiers of Spinnaker Bay and Beachlands. In their decision the commissioners said the area could no longer be described as ‘semi-rural’. “The surrounding area, including Pine Harbour to the south and Maraetai to the east, will...develop in the future as an urban residential community. “We consider that change to the area in the future will be inevitable, possibly assisted by improved transport facilities and the establishment of the proposed new commercial centre.” The improved ferry service makes living in the Beachlands area and commuting a more attractive
option, say the commissioners. “We do not believe that the proposed mix of lot sizes will change the character of the Beachlands area; it will not result in a ‘high density’ residential development. We have accepted the expert urban design, landscape and planning evidence in reaching this overall finding.” The commissioners believe that the smaller lot sizes can still be adequately provided with tank water and that as for availability of water for fire fighting it would be “little difference to that experienced by the rest of the Spinnaker Bay residential development.” They describe the lack of public water reticulation in the area as a “real concern” but not one they are • TO PAGE 5

A community high tea with fine china and fine food wooed more than 50 people to enjoy afternoon tea at St Hilda’s Anglican church hall in Beachlands last Saturday, despite stormy weather. “It was just something a bit different to do to celebrate Spring,” says organisor and chef for the occasion Marilyn Boucher of Maraetai. Known for her delicious baking, Marilyn spent hours preparing for the high tea making mouth watering morsels from savouries, mini sandwiches and asparagus rolls to delicately decorated cupcakes, jam gems, butterfly cakes, melting moments, cheesecake, meringues and homemade marshmallows. The treats “went down a treat” with the visitors who ranged across an age spectrum from oneweek-old to 95. With help from Christine McDonagh from Brookby, who attends St Marks in Maraetai, the pair replenished cake stands and steaming cups of tea for two hours as guests enjoyed the endless supply of home baking and each
the Beachlands Community Trust. Organiser Samantha Sutherland describes the swap as a “fun fashion event”. “It’s an inexpensive way to refresh your wardrobe and get to meet other people in your neighbourhood too,” explains Sam.
There will be clothes of all sizes for women, children and men as well as shoes, jewelry and accessories. All items will sell for just $1 with a $5 entry fee including a drink and nibbles. There will also be a raffle. The clothes swap starts at 7pm.

Another so-called line in the sand has been crossed with the decision by Auckland Council planning commissioners to allow subdivision down to 400 sq metres in Stages 7 and 8 of Spinnaker Bay. In some ways, this decision may be even more significant that the planning approvals for the Jack Lachlan Drive subdivisions. A number of comments by the planning commissioners make it clear they view the future of Beachlands differently to the many residents who have fought against various residential and commercial developments. In particular, the commissioners say they do not consider Beachlands to be “semi-rural.” They say the semi rural description is “inconsistent with the character of the existing residential environment that we witnessed on our site visit.” So there you have it. Beachlands is now officially urban with all the implications that has for development down the track. The commissioners, however, don’t believe their decision will change the character of Beachlands or that it will result in high density development. We will see. Another interesting aspect of this decision is that the commissioners consider the whole of Beachlands, rather than just the Pine Harbour development, as being im-

The improved ferry service, as described in evidence by a number of experts on behalf of the applicant, was an example; providing increased accessibility to Auckland city, making living in the Beachlands area and commuting a more attractive option.” And while there is little likelihood of us all rushing out and subdividing our quarter acre sections just yet, this decision may well impact on proposed and future new developments making high density housing more likely in areas other than Pine Harbour. All this brings sharply into focus the urgent need for improved infrastructure, amenities, social services, public transport and a whole range of requirements that come with higher density population. Above all, the immediate issue is that of water supply. Perhaps the most worrying aspect of the commissioners’ decision is their willingness to allow the small section sizes to go ahead while at the same time acknowledging that the absence of water reticulation is “a real concern but this is not a matter that the commissioners are able to address in this application.” They go on to say that “the ability to provide water for fire fighting purposes remains of little difference to that experienced by the rest of the Spinnaker Bay residential development.” Hardly reassuring. The commissioners have set conditions that require

Don’t become a mugging victim! You will have read recently of people, (mainly women), being mugged while out shopping. There are a few things you can do to protect yourself and your valuables. One thing, obviously, is not to make life easy for the criminals. Don’t make an overt show of wealth, especially if you are visiting places where you will stand out. Also, don’t carry large amounts of cash or valuables. You may have noticed when people purchase something like a cup of coffee; they leave their bag/purse/wallet on the counter. In supermarkets you will often see this happen. You must have seen it happen yourselves. Probably you have done it yourself. Once again, a thief does not need you to hand it to him/her on a plate. What about when you get to your car? With modern cars, a quick flick of the switch and the doors are unlocked. You walk up to the car, open the driver’s door and throw your handbag across and onto the passenger seat. What can happen next is this: the watchful, patient, and everattentive thief has already seen you walking across to the car. He can‘t believe you have made life easy for him. So as you throw your bag onto the seat, he will open the passenger door, take the bag and be off before you have noticed. Quite often he/she will have an accomplice in a car nearby. I don’t want you to become paranoid, but when driving in heavy traffic on busy roads, try to remember to lock your doors. It is no problem for you, but it is easy in a traffic snarl-up to open the driver’s door. While at a petrol station most people will leave their keys in the ignition while going to pay for their petrol. When you get out of the shop, where is the car? Remember, apart from shopping, there might well be children in the car, so don’t leave the keys in the ignition. All it takes to avoid the above is a little thought on your part. Travel safe. minimum water storage plus various water conservation measures, but these are not really getting to the heart of the problem. The other controversial aspect of the planning decision relates to the connection with Third View Ave. The commissioners have said that they require a road link from Third View to Spinnaker Bay. This will provide direct access into ‘old’ Beachlands from Spinnaker Bay. (According to the commissioners, the developers were ‘ambivalent” as to whether this should be built – hardly surprising as they will be the ones paying for it!). While I sympathise with the residents of Third View Ave who will see their relatively quiet street become a thoroughfare, I do think it’s a good decision – and one that has been signalled for many years now. Without that access the whole of Spinnaker Bay, including its now approved high density areas, would be one giant cul de sac with all the traffic pouring out of just the one exit on Beachlands Rd. It is important the residents of Spinnaker Bay feel they are part of the wider Beachlands community and the new road access will be an important part of this process. But the big issue arising from this – and other recent planning decisions – relates to infrastructure, transport and services. Unless this is addressed the new subdivisions will become self-defeating, No-one will want to move here if there are not at least the basic necessities people expect from living in a high cost semi-rural – sorry urban – township.
Bat numbers up in Hunua Ranges This year, significant levels of long-tailed bat activity have been recorded around Mine Rd in the Hunua Ranges. The 900 bat passes re-
As such, Auckland Council staff are undertaking a project to determine appropriate pest control measures to protect this population of long-tailed bats. The objective for this project is to find maternity roost sites in the Mine Road area. Maternity roosts are when long-tailed bats are at their most vulnerable from pests such as ship rats and feral cats. Maternity roosts are very difficult to find, so bats must be caught and tagged at locations of high activity, and radio tracked back to their roost site. The estimated cost of this work is $15,000, including the contracting of a qualified bat ecologist to handle the bats and the purchase of specialist transmitters. Regional funding is providing $10,000 for the professional con-

A better understanding of the location of maternity roots will enable more effective pest control programmes, including the possibility of extending the pest control from the Kokako Management Area of the Hunua Ranges. If funding is available, it is recommended that the Franklin Local Board is being asked to provide $5000 to support the protection of this species through the purchase of transmitters; an essential part of the study which would enable the team to track female bats back to the maternity roost and allow for protection from predators The Auckland Council Biosecurity team has also committed to provide funding for predator control once the bat roost is found

Gulf evironmment in decline
Stocks of popular fish species are being managed sustainably in the the Hauraki Gulf – but only just. That’s according to the Hauraki Gulf Forum’s 2014 state of the environment report. The three-yearly assessment of the Hauraki Gulf notes a significant – and in some cases widening – gap between current and desired states. But it also documents some progress within the rural, urban and marine sectors to address environmental impacts. Snapper numbers are thought to be at 19% of the original stocks and legal-sized crayfish are managed at one fifth their levels in 1945. The Forum had identified enhancement of fisheries with improved environmental outcomes as one of its areas for focus and action following its last assessment in 2011. The 2014 report finds already high levels of nitrogen continuing to increase in the Gulf, mainly from the intensively farmed Hauraki Plains. Auckland’s Waitemata and Tamaki estuaries frequently exceed low-level sediment quality guidelines for heavy metals coming from urban roads and buildings. It also identified a network of regenerating marine areas, but progress has been slow. Marine reserves remain at 0.3% of the Gulf area. Reefs in older reserves showing marked differences in health and productivity to surrounding fished areas, but efforts to initiate new reserves, such as on the northern Waiheke coast, have been strongly contested. Forum chairman John Tregidga says there are positive signs. “Many farmers are recognising the need to work within nutrient limits”, he says. “The fishing industry has moved to address wastage and is adapting methods to avoid seabird capture, while the Ports of Auckland has introduced a large vessel transit protocol to avoid collisions with resident Bryde’s whales.” The report documents the pattern of intensive fishing throughout the Gulf, from recreational boats, long-lining and trawling. Scallop dredging has also expanded into previously unfished beds in the past three years. Fierce competition between sectors and an emphasis on short term use is stalling a rebuild of fish stocks to levels associated with better economic re-

turns and environmental health. Monitoring shows estuaries and harbours around the Gulf are becoming muddier, suggesting land use controls are lagging behind council obligations and community expectations. Four new marine invasive species have been reported since the 2011 report and one of them, the Mediterranean fanworm, is potentially a serious pest. Four Bryde’s whales are known to have died from ship strike since 2011. Significant numbers of black petrels and flesh-footed shearwaters are also dying, predominantly from drowning on commercial long lines. In both cases, these death rates appear to be more than their populations can sustain. The report puts a measure over new central and local government policy and plans. It suggests there are technical and political challenges to meeting the requirements of the Hauraki Gulf Marine Park Act. The report notes aquaculture could expand significantly in the Gulf, with consequences for additional nitrogen loads, if designated fish farms are developed. Current applications for shellfish farming, which come off hold at the end of this year, would, if consented, double the area in production and alter the natural character of some parts of the Gulf. The report documents growing contribution by tangata whenua to governance of the Gulf in partnership arrangements spawned through treaty settlement processes, iwi plans and ownership interests. The Hauraki Gulf Forum advocated for the development of a marine spatial plan for the Gulf after its 2011 assessment. The resulting Sea Change – Tai Timu Tai Pari process is now at a critical halfway stage.

Seawall to stay, but dune planting to be expanded The controversial wooden seawall at Maraetai Beach will remain, but the trial dune planting area is likely to be extended. Paul Klinac, Team Leader for Auckland
Council’s Coastal Management Services, outlined the strategy for controlling beach erosion at a public meeting in the Maraetai Beach Boating Club on Monday.
About 30 people attended including several council staff and all three Wairoa Franklin Local Board representatives. The meeting was organised by the Pohutukawa Coast Community Association. Paul Klinac described recent weather patterns as “quite extraordinary” with Maraetai experiencing four one-in-ahundred year storms in just 10 months. Not just Maraetai Beach, but the whole region had “experienced damage on an unprecedented scale,” said Paul. The storms coincided with a La Nina weather pattern and exceptionally high King Tides resulting in the sea inundating the beachfront road on a number of occasions. He defended the use of the wooden seawall and said it was doing a good

job of protecting the nearby road but it would require varying degrees of maintenance “sometimes at quite high levels.” Following the last big storm, the seawall had been repaired and upgraded to incorporate some improvements such as drainage material behind the wall to help disperse the waves. The strategy from this point, said Paul, would be to ensure a quick response to any storms, carrying out any repairs and sand replenishment that might be needed. This would be done using sand from other parts of the beach The beach would now be closely monitored with surveys carried out three to four times a year, along with photographic monitoring. the eastern end of the beach, perhaps bringing the planting area up to the edge of the hard structure. Options for the eastern (boat club) end of the beach would also be looked at. This might at some stage in the future mean moving the concrete path along the edge of the foreshore. (Resident Geoff Bignell pointed out that residents were strongly opposed to having the path so close to the foreshore at the time the work was done). Dune planting was a longer term strategy but it was cost effective and could be done by members of the community under expert supervision. Also speaking at Monday’s meeting was Greg Jenks, a living shore expert, who advised the PCCA during the trial dune planting at the eastern end of the beach. He outlined the history of dune erosion in New Zealand saying that by as early as 1911 a report showed 95% of the country’s dunes had been degraded as a result of human impact. Introduced species such as lupins and marram grass were then used to try to stabilise dunes. The problem was these species were intolerant of salt water. However, there were native species that were tolerant and could cope with being immersed in sea water. They were highly adaptable, very specialised, and capable

Two of these – pingao and spinifex – had been used with great success at building sand dunes along the Waihi-Mt Maunganui-Tauranga coastline. Greg had before and after photographs showing the rapid extension of sand dunes resulting from growing native dune plants. This had stabilised beaches and consolidated sand. He said the results wouldn’t be as spectacular at Maraetai as it wasn’t an ocean beach but he believed planting would work and in
a 5 to 10 year period natural shoreline function would return to the beach. Paul Klinac believed dune planting was a good option but warned that new plants could be swept away overnight if hit by a storm. He suggested concentrating on areas of Maraetai Beach where planting was likely to work. The interaction of dune plants with the seawall would need to be observed carefully. He said that timeframes for work on stabilising the beach would be reported back to the community.
Freedom to Sing at Log Cabin
An 11 session Freedom to Sing course starts at the Beachlands Log Cabin next Tuesday, October 14. Described as a creative journey through sound, music, song and storytelling, the course encompasses music and singing skills, inner and outer listening and creative self-expression. Facilitator Maria Monet-Facoory is a registered music therapist and professional singer who is also a trained specialist music teacher. “Freedom to Sing is a heart-centred, therapeutic approach to develping singing mastery,” explains Maria. “The course encourages you to release the voice you already have to discover the singer you already are.” She says while it is not a therapy group, she uses a creative and holistic therapeutic process that encourages people to feel safe in exploring their singing potential. Benefits include building singing skills and confidence; feeling good about using your voice and being heard and experiencing the pleasure of singing with others. Toaster starts house fire
A Beachlands house fire started by a mal-functioning toaster is highlighting the importance of working smoke detectors, according to Beachlands fire chief Shane Rutherford. “The residents were out of the room when the toaster caught fire but the smoke alarm went off and they got out of the house as they were supposed to,” says Shane. “That saved them and ultimately the house.” The brigade was called and the first of three appliances arrived within five minutes to extinguish the
blaze which was spreading from the kitchen. Shane says the incident is a timely reminder for people to check their smoke alarm batteries and replace where necessary. “Working smoke alarms save lives and they save property.” Meanwhile the residents have been working to cleanup their home with the help of family and friends. They say they are grateful for the way the community has rallied around to support them.
Section decision disappoints Former PCCA chairman Cameron Butler is “highly disappointed” at the planning commissioners’ decision to allow for small residential lots in the Spinnaker Bay development. Cameron was one of the submitters opposing the application. “In spite of the massive amount of work done by the Pohutukawa Coast Community Association and Auckland Council regarding the PC30 subdivision in regards to section sizes, roof areas, water saving devices etc to try to minimise water tanker deliveries, the Council has now done a complete flip-flop. “It has consented 400 and 500 square metre sections in the last pieces of Spinnaker Bay and is happy with multiple deliveries [of water] per household per year.
“This is a highly disappointing victory for money and bad planning over common sense and the community wishes.” Cameron says higher density development is already provided by the Pine Harbour development “where is it more sensible to have higher density around a transport link and commercial centre.” He says a precedent is now set that 400-500 square metre sections are acceptable and sustainable in the Beachlands/Maraetai area. 75 “This means virtually all of old Beachlands/ Maraetai, large amounts of Spinnaker Bay and almost the entirety of PC30 have justification to put smaller sections on.”

proposed road link is heralded in the Kellys Cove structure plan and, we understand, is within Auckland Transport’s current funding programme. “The opportunity should, we consider, be taken at this logical stage of development to ensure that the road is constructed and in doing so, future proof this connectivity between the Spinnaker Bay and Beachlands.”

Mystery Coastguard name unveiled Sunday The community is invited to the re-dedication of the former Maraetai St John’s post this Sunday at 2pm. The Pohutukawa Coast Sea Rescue Trust bought the building after St John decided to relocate to Beachlands. “The building is right by our boat house and Coast Guard Maraetai already used the post for training,” says Pohutukawa Sea Rescue trustee Lloyd Allsopp. The building has recently been refurbished with the aid of a grant from the Lotteries Grants Board. Lloyd says the building has been renamed and the unveiling will be during the ceremony. “We invite the community to come along for the ceremony and have a look at a great community asset which is being used by multiple groups including Coastguard Maraetai, Coastguard Boating Education, Pohutukawa Coast Community Association, Country Art Collective and St John Cadets.” 100be encouraged to use the centre. Beachlands - For Sale: $795,000 This is Beachlands as it should be: A 1960s family home that underwent a major renovation about 15 years ago – great views, private garden with indoor-outdoor entertaining - and a few surprises along the way. Out front is an entry-exit aggregate driveway plus a driveway down the side of the house long and wide enough for a boat or camper van. Clevedon Anglican blesses the animals Pets and their owners commemorated St Francis of Assisi Day at a community animal blessing service at All Souls Anglican Church hall in Clevedon last Sunday. The four-footed congregation included 15 pet dogs of all shapes and sizes, a rabbit and a prize-winning Clevedon School Ag Day lamb alongside 50 people in the human congregation. “It was a joyous family occasion with the animals lending voice to songs ‘All Things bright and beautiful’ and ‘He’s got the Whole World in his hands’,” says All Souls minister Rev. Linda King. “It is good to see and to remind ourselves that we are all part of creation and interdependent on each other.” The animals were blessed by Linda and Rev. Joy Glaysher. There was also an opportunity to write the names of pets that had died, and to hang name tags on a remembrance tree. It is the fourth year that All Souls has held an animal blessing. St Francis of Assisi is the patron saint of animals and ecology. Born in the 12th century in Assisi in Italy, he went on to found the Franciscan order of monks.
